Rental Enrollment 

A Rent Program Enrollment Form must be completed annually for EACH SEPARATE ASSESSOR’S PARCEL having a rental unit(s). Enrollment must be complete PRIOR to submitting any additional notices or petitions including rent increases.

All information must be submitted completely and accurately. All submitted information is subject to routine audit.

You may claim exemption from classification as a Controlled Rental Unit during the enrollment process (RMC 11.100.030(d)). Please reference the codes on the Exemption Code list for use on your Enrollment application: Rent Control Exemption Codes.

Enrollment with the Richmond Rent Program requires fees including but not limited to an enrollment fee, business license, and rental inspection program compliance. Please visit the Fees page for more information: Rental Housing Related Fees.
