In each of the three Richmond community surveys conducted since 2009, increasing
street paving conditions has ranked among the top issues that residents would like the
City to address. This past fall, City Council unanimously directed staff to conduct a poll
of voters’ sentiments regarding ways to fund street improvements.
In September 2013, the City entered into a contract with Godbe Research to conduct
public opinion survey research that would assess voter’s attitudes towards support, type
and timing of a revenue generating ballot measure, the revenues of which would be
used to improve the condition of City streets.
